
Scott County Cell Phone Policy Statement
As we begin another school year, Scott County Public Schools would like to inform our students, families, community,
and stakeholders about an important statewide policy that will impact all K-12 public schools across Virginia.
Effective July 1, 2025, a new state law signed by Governor Glenn Youngkin will require all public schools to create a
policy to enforce a “bell-to-bell” cell phone-free environment (Virginia Code 22.1-79.3:1). This means students must
keep their cell phones turned off and stored away from the first bell to start the school day until the last bell to end the
school day-including lunch periods and between class periods in the hallways.
This policy also addresses “smart devices” that include smartphones, smartwatches, earbuds (i.e. AirPods), tablets and
other electronic devices that are prohibited during the school day. Students may possess a cell phone and “smart
devices” but are required to turn them off and keep them out of sight during scheduled school hours.
If a parent/guardian needs to contact their child during the school day due to an emergency, we ask that you call the
school office directly. Our staff will ensure that your message is delivered promptly and appropriately.
This policy has been established to create a focused and engaging learning environment, free from electronic
distractions. The intent is to minimize distractions, enhance student engagement, and maintain an atmosphere
conducive to effective teaching and learning.
We appreciate your cooperation and support as this change is implemented in our schools. Our goal is to ensure a
smooth transition that is positive and beneficial for all our students.
